|Home Care Services||The Consumer Directed Personal Assistance Program (CDPAP) is an alternative New York State Medicaid funded home health care program. This program provides infrastructure and support services for people with disabilities and the elderly (or their designated representative) who choose to use an alternative to the "traditional" model of home care provided through a nursing agency. Under CDPAP, each County Department of Social Services determines and refers consumers, who they deem eligible, and it is the consumer who recruits, hires, trains, supervises and terminates his-her workers (Personal Assistants [PA's]), not Consumer Directed Choices, therefore it is the consumer who is the employer. Consumers who use CDPAP are responsible for all recruitment, including all "back-up" workers in the case of a worker's inability to report to work. Consumer Directed Choices facilitates payroll, benefits, Workers' Compensation, NYS Disability, etc, bills Medicaid and facilitates communication between consumers and local County Department of Social Services.||Albany||CONSUMER DIRECTED PERSONAL ASSISTANCE PROGRAM (CDPAP)||CONSUMER DIRECTED CHOICES |
